How we count people during the COVID-19 pandemic could have a vast impact on our political system and economy. The Census determines both political representation and the allocation of over $30 trillion of government spending over the next decade. Areas with substantial undercounts will lose Federal and State representation as well as critical funds for education, healthcare, and other services.

What are the issues with the 2020 census?

Can we get an accurate count of our population?
• The original counting in the Spring of 2020 was postponed because of COVID-19. The Census Bureau planned to extend counting until April 2021. However, it reduced the date to Oct. and then to Sept. 2020. Current estimates indicate that tens of millions of people will not be counted. Given the pandemic, why has the Census Bureau reduced counting time?
• Is there still anything that can still be done to extend the date of the counting? Who has the authority to extend the counting?

Who should be counted?
• President Trump has said illegal immigrants should not be counted. What does the Constitution say? What has been the practice in past censuses? Should residents who are not citizens be included or excluded? If included, has the current political environment made them leery of filling out the census?

Which States, Cities, and Populations will be most impacted by Undercounting?
• Who are the potential losers and winners?

In our discussion, we will focus on steps that can be taken now to ensure an accurate Census so that we do not have to spend the next decade bickering over disputed results.
